<head>Historical Note</head>
<bioghist>
<p>After the United States entered World War I, government officials found posters to be an extremely effective means of communicating information to the general public. As poster artist Joseph Pennell explained, <emph render="doublequote">When the United States wished to make public its wants, whether of men or money, it found art . . . was the best medium.</emph> Thousands of posters were designed and printed, at both the local and national levels. (In two years, more than twenty-million copies of approximately 2,500 designs were printed and distributed.) The posters were meant to have widespread appeal and thus tended to be colorful, with simple, legible messages. Many made use of patriotic symbols such as the Liberty Bell, the Statue of Liberty, the American Flag, and Uncle Sam. Others included easily-recognizable buildings important to the nation's history, including Independence Hall and the Supreme Court Building. Images of soldiers, ships, and planes are common, as are women personifying Liberty, America, Freedom, etc. Although most of the designs followed themes of patriotism and unity, some used ethnic stereotypes and anti-German imagery. Posters with phrases like <title render="doublequote">Beat Back the Hun,</title> and <title render="doublequote">Hun or Home?</title> portrayed German soldiers as menacing and bloodthirsty. In addition to general war propaganda, posters were employed for a variety of causes, including recruitment, conservation, and solicitation of donations for relief groups. Other posters helped the government raise money through the sale of Victory and Liberty Bonds and War Savings Stamps.</p>
<p>Starting in 1917, the government of the United States instituted a series of aggressive fund-raising campaigns in support of the war. The four Liberty Loans and the Victory Liberty Loan all produced bonds redeemable for their original values plus interest. These campaigns raised nearly 30 billion dollars between 1917 and 1919. The government also used the revenues from War Savings Stamps to finance the war effort. These stamps were available in values from 10 cents to 5 dollars. Citizens, including children, bought these stamps at post offices, and affixed them savings books. When a book was full, it could be redeemed for a war bond/certificate. The Liberty Loans, Victory Liberty Loans, and War Savings Stamps were all advertised heavily on a wide variety of posters.

<head>Collection Overview</head>
<p>Over 350 World War I posters are preserved in the State Archives of North Carolina poster collection, 97 of which were produced in support of the various war fund-raising and Liberty Loan campaigns. Produced between 1917 and 1919, these posters advertise for the Liberty Bonds, War Savings Stamps, and the Victory Liberty Loan, as well as the Second, Third, and Fourth Liberty Loans. Most present themes or imagery related to patriotism, unity, service, and sacrifice. Many, however, include anti-German or nativist statements or images. Seventy different designs are represented by ninety-seven separate posters. Several of the designs are represented by multiple copies, and in some cases the multiple copies were printed in different sizes or by different printing companies/agencies.</p>
<p>A wide variety of printers and artists are represented in this collection. Some of the artists achieved commercial fame before they were recruited to design war posters, including Howard Chandler Christy, Joseph Pennell, and James Montgomery Flagg. The other artists with works in this collection are: Alfred Everitt Orr, Gerrit A. Beneker, K.Watkins, Clyde Forsythe, L.A. Shafer, Walter Whitehead, Fred Strothmann, Henry Patrick Raleigh, G. R. Macauley, John Norton, J. Allen St. John, F. M. Watson, Maurice Ingres, Haskell Coffin, Frederic H. Spigel, H.
